Sealed bids for Water System Improvements in the Copiah County Industrial Park (CCIP), Gallman, Mississippi will be received by the Copiah County Board of Supervisors at 100 Caldwell Dr, Hazlehurst, Mississippi 39083, Mississippi, until 10:00 A.M., Thursday, October 10, 2024, and shortly thereafter publicly opened and read aloud. Electronic bids will be received at www.copiahcountybids.org and shall include a copy of their Certificate of Responsibility as an attachment to the electronic bid. Bids received after this time will not be accepted and will be returned unopened. All bids shall be clearly marked “CCIP Water System Improvements 2024, Contract No. 2 – Rehab of Existing Water Treatment Plant.” with the date and time of the bid opening on the outside of the sealed envelope. Each bidder shall write his Certificate of Responsibility number and Mississippi License number on the outside of the sealed envelope containing his bid.
A pre-bid meeting will be held on Thursday, September 26, 2024, at 2:00 P.M. in the office of the McMaster & Associates Inc, 212 Waterford Square, Suite 300, Madison, Mississippi.
The Copiah County Board of Supervisors hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this notice, disadvantaged, and women's business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Contract Time is 450 consecutive calendar days. The liquidated damages are $500.00 per calendar day. The award, if made, will be made to the lowest qualified bidder on the basis of the published quantities. Copiah County Board of Supervisors reserves the right to reject any and all bids and to waive any informalities or irregularities in the bids received.
Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid.
Plans and Contract Documents are on file in office of the Copiah County Board of Supervisors, Hazlehurst, Mississippi and may be ordered at www.copiahcountybids.org .
Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five (5) percent of his bid, payable to the Copiah County Board of Supervisors as bid security. The successful Bidder will be required to execute a Performance Bond and a Payment Bond, each in the amount of 100 percent of the Contract, issued by a Surety company licensed to operate in the State of Mississippi. Bidders shall submit a current financial statement if requested by the County. Attorneys-in-fact who sign Payment Bonds must file with each bond a certified and effective dated copy of their Power of Attorney. The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 60 calendar days after the scheduled closing time for receiving bids.

Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by federal funds awarded to the County under the American Rescue Plan Act of 2021 (aka ARPA Grant Program), by state funds awarded to the County under the Mississippi Municipality and County Water
Contract No. 2 – Water Treatment Rehab Madison, MS ARPA-MCWI Grant No. 524-1-DW-5.15 Copiah County Ind. Park, Gallman, MS MA Project No. 3241 DWSIRLF Loan No. DWI-L150018-01-0 Infrastructure Grant Program Act of 2022 (aka MCWI Grant Program), and by local funds contributed by Copiah County. Neither the US Government, the State of Mississippi, nor any of their agencies or employees will be a party to this invitation for bids or any resulting or related contract. This procurement will be subject to Appendix II Part 200 – Federal Contract Provisions for Non-Federal Entity Contracts Under Federal Awards, and 2 CFR Part 200 Subpart D – Federal Procurement Standards for Non-Federal Entity Contracts Under Federal Awards. This procurement will also be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, and to the current MS State Purchasing Laws.

This contract is funded in whole or in part by funds as is established in the Safe Drinking Water Act’s State Revolving Loan Funds (42 U.S.C. 300j-12); therefore, this project must comply with the American Iron and Steel requirements of the Act. This project must also comply with the Build America Buy America (BABA) requirements of the Infrastructure Investment and Jobs Act of 2021, P.L. 117-58 (IIJA), which is commonly known as the Bipartisan Infrastructure Law (BIL). Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Drinking Water Systems Improvements Revolving Loan Fund (DWSIRLF) Loan Program from the State of Mississippi. Neither the State of Mississippi, the Local Governments and Rural Water Systems Improvements Board, nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with Appendix D of the DWSIRLF Program Regulations.
